This month, the National Police Agency announced the status of damages from special fraud and SNS-type investment and romance scams for the year 2023. The total damage exceeds 320 billion yen, with an average daily damage of about 900 million yen, indicating an extremely serious situation.
In particular, there has been a serious situation with special fraud schemes impersonating police officers, and crimes conducted using international phone numbers from overseas bases are also expanding. In addition to the elderly, who have been the focus of previous fraud prevention measures, there is a notable trend of rapid expansion of damages among younger generations as well.
The government is working on a wide range of measures under the "Comprehensive Measures 2.0 to Protect Citizens from Fraud," in collaboration with the private sector. Thanks to the utilization of the newly introduced undercover identity investigations last year, there have been successes in apprehending criminals who were actually attempting to commit robbery before they could do so.
In response to the strengthening of countermeasures, the methods used by criminals are becoming increasingly sophisticated day by day, making it important to continuously update our measures without letting our guard down.
As I mentioned in the recent policy speech, in this Diet session, we plan to submit bills to expand the scope of identity verification obligations when contracting mobile communications and to enable new fraud prevention measures using fictitious name accounts. Additionally, we are also advancing efforts to establish a "Financial Crime Prevention Center" in collaboration with the public and private sectors.
To respond to the expansion of crimes targeting mobile phone users, the development of a police-recommended special fraud prevention app that allows users to block incoming calls from international and scam calls based on their settings is also underway. It will soon be available for download from the app store for free. Information will be posted on the National Police Agency's website, so please make sure to take advantage of it.
