A Public Interest Litigation (PIL) has been filed in the Supreme Court challenging the UGC's Promotion of Equity in Higher Education Institutions Regulations, 2026 (notified Jan 13).
Petitioners argue the rules are unconstitutional — especially Section 3(1)(c), which defines caste-based discrimination victims exclusively as SC/ST/OBC students, leaving general category students without protection.
