If you want to understand H-1B abuse, stop looking at the visa. Look at OPT, CPT, and the schools feeding the pipeline. They’re American-run. Yet in many cases, 80–90% of their graduate programs are composed of students from a handful of countries, funneled in through aggressive overseas recruiting networks.
