The smartest strategy would be to push through a lot of ‘controversial’ changes all at once, or in quick succession, so that the voices were divided on which issue to protest, and therefore all were diluted. At the end, some decisions may get reversed or deemed to be ultimately incorrect or impossible, but generally, you would be able to execute changes with less bureaucracy and resistance.
