You cannot accuse any of these officials of lying to the public. Lying is when you make false claims. These officials are just stringing together total non-sequiturs, totally contradictory, paradoxical, and illogical statements that would make M. C. Escher's head spin.
Just as a student of the English language, I find it fascinating.
