Just now, OpenAI founder Sam Altman announced a partnership with the U.S. Department of Defense: deploying their AI models in a secure network. Throughout all interactions, the Department of Defense has shown a high level of concern for security and is eager to collaborate with OpenAI to achieve the best outcomes.
The safety of artificial intelligence and its widespread benefits are at the core of our mission. OpenAI's two most important safety principles are: prohibiting large-scale surveillance in the U.S. and holding humans accountable for the use of force, including the use of autonomous weapon systems. The Department of Defense agrees with these principles and incorporates them into law and policy, which we have also included in the agreement.
OpenAI will also build technical safeguards to ensure the models operate correctly, which is what the Department of Defense desires. Functionality-enhancing devices (FDE) will be deployed to assist model operations, and to ensure the safety of the models, they will only be deployed on cloud networks. The Department of Defense is required to offer the same terms to all AI companies, and all companies should be willing to accept these terms. OpenAI strongly hopes that the situation can be eased, avoiding legal and governmental actions, and reaching a reasonable agreement. We will continue to do our utmost to serve all of humanity. The world is a complex, chaotic, and sometimes even dangerous place.
