With Alpenglow, there will be no onchain voting anymore for achieving consensus. This removes the cost of including votes into blocks. However, in order to avoid abrupt change in economics for the validators and maintain same equilibrium, there is an ongoing discussion for this @solana upgrade to have a small form of incentive (like a tax) where the validators will have to pay to be part of the system next epoch. When determining the set of validators for the new epoch, the fee is deducted, and if a validator cannot pay the fee, they are not included in the next set of validators.
