NEW: Dog that was ditched at a cemetery in New York with a slit throat is now up for adoption, has made a full recovery. 60-year-old Anita Martin was smacked with animal cruelty charges after leaving the 1-year-old dog tied up at a Yonkers cemetery. The dog was found with an 8-inch gash on his throat. The SPCA Westchester rescue center says the dog, Frankie, has fully recovered. "His tail never stops wagging.
