Whatever happened to Minneapolis childcare fraud claims? There was a YouTube video that made credible argument that the centers had no kids and were a big fraud. Then state regulators investigated and said there were kids and they were operating normally. Is that the last word?

It's believable to me that state regulators dropped the ball and allowed a big fraud to happen under the nose. I view it equally likely that the video was the fraud and created to earn political points and views. I'd really like to know which is right.
