Trump went to Davos to compaign for midterms. Unlike world leaders that go there and make big speeches, he's ranting away on things he is doing in foreign policy but most importantly domestic policy. The speech is different than Carney is that he is talking to the average Joe. He's not talking to the people at Davos.

He is spending a lot of time on pharma prices, housing, affordability issues. He is campaigning to his domestic audience. You can hear it in the way he uses his language and who he is trying to get this through. Carney addressed the Davos crowd. Trump is addressing Americans, specifically the average.
