For instance, let's look at these two blocks. One is roughly evenly weighted from a transaction and vote density. The other packs majority of the non-votes and votes at the end of the slot! It's clear which one is better for solana, but why?

While some of these timing games are intentional, we've also noticed recent and unintentional behavior: unintentional late packing of votes in the APAC region. We believe this is due to submarine cable system failures (DZ fixes this?), but have not been able to root cause it. This appears to be a new phenomena which appeared around a month ago.
