In case it’s not obvious, she was talking about government guaranteeing (“backstopping”) loans to drop the cost and increase the LTV they can achieve.
Both of those goals would absolutely be a subsidy from taxpayers to OAI.
She can retreat all she wants, but she 100% said it.
