For potentially escalating individuals, tickets will no longer be checked for validity.
If you "look harmless," you will still be checked and recorded as a fare evader.
And no one seems to notice that "We only check your ticket if we are not afraid of you; otherwise, it's okay, just ride without a ticket" is the completely wrong approach.
This principle has existed in retail for a while:
My buddy runs a large EDEKA.
His staff is supposed to observe thefts and confront the individuals.
Problem: Many thieves become very aggressive and cannot be addressed or stopped by cashiers.
The staff is therefore instructed not to intervene with potentially aggressive individuals, not to get in their way, and never to follow them.
This means:
If Grandma Renate steals a piece of butter and is observed, the full program including a criminal complaint is initiated – unconditionally.
If a man with visibly aggressive movements steals vodka and chocolates, no one intervenes. There is also no longer any complaint because these are 100% hopeless and have no consequences.
